PLANNING PAPERS ON CHINA AND JAPAN
1. As part of the preparations for your visit to the Far East,
the Planning Staff have drafted Papers on China and Japan. They
did this in close collaboration with those in the Office who deal
with Far Eastern affairs; preliminary drafts were shown to
HM Embassies at Peking and Tokyo and the Papers incorporate
points which they made as well as some additional suggestions
put forward when they were discussed at a meeting of my
Planning Committee on 11 March.
2. The Papers range over a wide field and are supplemented by
statistical annexes. I attach brief summaries of the main
themes. But the Papers cover the chief topics likely to come
up during your visit and I think they are worth reading in full.
3. The Department will of course be producing the usual set of
detailed briefs nearer to the time of the visit. But Far
Eastern Department have already prepared preliminary lists of
recommendations for bilateral action with both countries, some
of which might be pursued during your visit. These are
separately attached.
4. A companion Paper on Hong Kong is also in draft and will be
discussed at a meeting chaired by Lord Goronwy-Roberts next week.
We aim to submit this before the end of the month.
