PLANNING PAPER ON HONG KONG

1.

I attach a copy of a Planning Paper on Hong Kong drafted by Hong Kong and Indian Ocean Department as part of the preparations for the Secretary of State's visit to the Far East in May. The paper takes into account points made in inter-departmental discussion, and the views of the Governor and of HM Ambassador in Peking on the future of Hong Kong's external relations. As the Governor has not yet sent his views on future internal developments Sections IV and V and Annex C of the paper only represents Office views.

2. This paper is due to be discussed under Item 2 of the Planning Committee Meeting arranged for 11 March.
