departments involved in Hong Kong, together with some

dedicated unofficials, have been brought together in

a Narcotics Board to provide co-ordination and impetus

and direction.

13.

Corruption

Although the public service in

Hong Kong may not be particularly corrupt by

comparative Asian let alone South American or some

European standards, the level of corruption in some

sectors is totally unacceptable. The causes go deep

and the problem can only be solved by a combination

of fear of detection amongst the corrupt, a massive

programme of education of the public, and scrutiny of

procedures in the public service. The Independent

Commission Against Corruption was set up two years

ago to mount this three-pronged attack. It has an

exceptionally high calibre of leadership, it has

secured the confidence of the public, and has a mounting

record of successes in court. Now that it is reaching

its full strength a maximum effort will be made over

the next two years. The bill in the coming financial

year will be HK$ 37.748 M.
