HOUSING
1.
Housing is the worst and most obvious
deficiency in Hong Kong although Government
housing at heavily subsidised rents had already
been provided for 1.7 million persons between 1954
and 1973 when a new programme was drawn up. To
provide self-contained housing in a decent
environment for all, new housing on similar
terms for 1,800,000 was required, and this includes
rebuilding of sub-standard Government estates now
accommodating 500,000. Taking account of a
booster to the programme provided for in the
recent budget, by '79/80 726,500 further persons
will have been housed; by '83/84 the figure will
have reached 1,633,600; and the programme should
be completed by about 1985/86 when a total of
about 3,300,000 persons in all (or 64% of the
population) will have been accommodated in Government
housing of acceptable standards.

Some of Hong Kong's housing and
environmental problems result from the density
of population crowded round the harbour area.
