of Labour and his conciliation service statutory backing to intervene in labour disputes. It is also satisfactory that the Illegal Strikes and Lock-outs Ordinance has been repealed. The general outline of Hong Kong's programme of legislation to achieve improved declarations in respect of international labour conventions is contained in the recent report to Lord Goronwy-Roberts. It will be clear from that that we see good prospects of improving Hong Kong's score, which is already better than those of her Asian industrial competitors. Other proposals and the complete programme of labour legislation are shown in our quarterly reports to the Department. These reports indicate that the steady progress made in recent years will be continued.
Comparison of conditions in Hong Kong with competitor countries

While it would not be reasonable to make a comparison between conditions of work in Hong Kong and those in the United Kingdom, it is reasonable to do so with Asian competitor countries such as Singapore, Taiwan and Korea. During 1975 the Commissioner of Labour prepared a research document

of this is held by the Overseas Labour Adviser. this is a useful reference work for comparing various elements of the employment contract package, it remains extremely difficult to make an overall comparison of all conditions of employment because of:

a) the varying extent to which the statutory provisions are enforced
b) the different socio-economic structure of the countries covered.
However, so far as wages are concerned Hong Kong workers have the highest in Asia after Japan, and broadly speaking we believe the standard of living of Hong Kong workers and their conditions of employment, though well behind Japan approximate to those in Singapore and are substantially in advance of
