These deficiencies - the result principally of the swamping of the social infrastructure by the quadrupling of the population in the last 25 years, are the most obvious and most pressing concern of both the population and the Government. They include basic deficiencies in housing, education, social welfare, communications and recreational amenities, as well as a rapid increase in violent crime over the last 8 years, and the existence of corruption at an unacceptable level. Comprehensive plans to deal with these problems were drawn up in '72/74 and, with the aid of outside consultants, the machinery of Government was over- hauled to direct and implement them. The Government has staked much of its credibility on rapid progres towards their solution. They include:
a) Housing: the stock of acceptable Government subsidised housing built over the last 19 years to be approximately doubled by '82 and nearly trebled by '86 to provide proper housing for all unable to afford private sector rents, estimated to be 65% of the population, and the
population to be dispersed in new towns in greatly improved environments.

From '78 free primary and heavily subsidised or free secondary education in Forms I - III for all. The number of assisted secondary places to be doubled to achieve this.
The number of technical institutes to be increased from 1 in '73 to 5 in
'79.
The number of places in the three institutions of higher education to be increased from 7,860 in '74 to about 20,000 in '80.
