As long as Hong Kong remained a British colonial responsibility, a primary concern must be to provide adequate standards of social welfare for the population at large.

Sir Michael Palliser said that the planning paper would need to give an account of British interests in Hong Kong. During his own

visit there he had reminded several of his contacts that these were an

important political factor in British relations with the Colony. He had been interested to see that, as a result, the Hong Kong Government had recently produced an estimate of the annual value of our invisible earnings there.
