We might include a sentence to suggest that some senior officials have been away from Britain too long, living in the closed society of Hong Kong. It will be seen from earlier comments that I regard the last two sentences as too weak.

Is it correct to say that the Governor has only recently become aware of anti-British sentiment in the Colony?
He was certainly aware of it in 1971. I have today sent to Mr O'Keeffe an exchange of correspondence in 1973 with the previous Head of Hong Kong Department on that very problem.
Could we not say "has been alerted to the dangers of ..."?
