The role of the Hong Kong Government

The role of the Hong Kong Government in this problem seems to me to be clear. On the one hand it must do nothing to frustrate Chinese earnings or impair Chinese security, and must cultivate a practical working relationship with Chinese officials in Hong Kong, and accept a develop- ment of Chinese use of and activities in the Colony and it must do all this while remaining master in its own house. On the other hand it must continue its present policy of improving standards of life and contentment in Hong Kong and the continuing economic development of the Colony.
