I might add that the Superintending D-Secretaries and some Ministerse believe that the present members of UMELCO and other influential opinion in the Colony may have to swallow rather more than they would like in the interests of maintaining the essential link with Britain.
4. The planning paper has a final section on means of promoting a greater identity of interest between Britain and Hong Kong in pursuit of the general strategy. This in part covers the points made by the
PUS in his letter of 6 february.
