understanding was that you had agreed with the PUS to send two despatches: on the future of Hong Kong and on the development of Hong Kong's internal policies over the next decade. Meanwhile we have been asked to produce a planning paper covering both subjects which the PUS wanted to see alongside your two despatches. The aim was then to reconcile the planning paper with the views in your despatches and to send a second draft of the planning paper to you and to HM Ambassador Peking for comment. Before he left on his tour, the PUS suggested that the paper, together with the planning papers on Japan and China, should be taken by the Planning Committee

towards the end of March. I have just learnt that a Planning Committee meeting to take the papers is arranged

but I am seeking to have this postponed,
