As Mr O'Keeffe suggests the planning paper ought to be revised to take account of valid points in the Governor's despatch before
submission to the Secretary of State. But it seems clear that even
so there will remain a number of quite important differences between
us and the Governor.

I suggest that after the Planning Committee meeting to-morrow
we should send the Planning Paper to the Governor as it stands with
a letter explaining that we shall be reviewing the paper in the light
of his despatch but that on the following points there would seem to be
differences of view and that we should like to iron these out as far
as possible during his visit preferably in meetings at official level
before he sees the Secretary of State. We are accordingly trying
to arrange for the meeting with the Secretary of State to be on Wednesday, 31 March.
3. I hope that the PUS will be free to chair a meeting with the
Governor on Monday, 29 March.
