Further to my letters of 18th February, 1975 and 5th May, 1975, His Excellency the Governor has authorised me to reply to your letter of 7th February, 1975 appealing against the decision of the Director of Public Works to reject your application to use sites at the Star Ferry and Yaumati Ferry Concourses for conducting public opinion polls.

I am to inform you that the position regarding the use of ferry concourses has been carefully reviewed and it has been decided that only applications for charitable fund raising activities will be considered. As the conducting of public opinion polls is not such an activity, your appeal against the Director of Public Works decision cannot be upheld.
