I attach a letter in Chinese, together with

an English translation, addressed to the Prime Minister by the Party of Liberty & Democracy in Hong Kong. The Party has a very small membership and has virtually no public support. Its main objective appears to be to further the "political" careers of its leading spokesmen by taking the Government to task on issues which are suitable for publicity e.g. the death penalty, elected representation on Legislative Council etc. Dr CHIU But- yeuk stood (unsuccessfully) for the Urban Council elections in March 1975.

It might be helpful if I summarise briefly the correspondence to which the Chairman of the Party refers in paragraph 3 of his letter.

COU L/M 1058/75. On 21st April 1975, the Party proposed the appointment of a "Royal Commissioner for the protection of the People". In a reply dated 16th May 1975, it was explained that there are many channels for public grievances such as the UMELCO Office, the City District Offices and District Offices and the Urban Council Ward Offices, all of which have been set up to help people who might have grievances against or difficulty in dealing with Government departments.

HAIB 1156/4. On 8th November 1975, the Party seized on a point made in the Governor's October address when he spoke about widening representation in the Legislative Council. The Party gave support to the Governor's state- ment and asked for seats for the Party at both the Executive and Legislative Councils and to be allowed to send an observer to meetings of both Councils. In reply, the Government advised the Party that meetings of Executive Council were private but that anyone could attend the public gallery of Legislative Council at any time.
