I enclose a copy of a recent paper about the communist united front policy towards Hong Kong, which provides some background details of how exactly the 'secret struggle' for the hearts and minds of Hong Kong is conducted. The diffi- culty is of course to judge how successful it has been. I suppose we will never be able to tell until there is a confrontation à la Macau which forces people to jump one way or the other and by then it may or may not be too late. But meanwhile if the Department has any comments on this paper, we would be very interested to receive them.
