The pro-Nationalist HONG KONG TIMES (October 14) also "sympathised" with those leftists in Hong Kong.

The paper said: "The Communists in Hong Kong are taking a great risk in supporting Hua Kuo-feng, because they can lose all and be sent back to hard labour in China."

The paper added: "They are in a very difficult position, but this is a consequence of buttering up those in power, and serving as the tools of extremists."

POST OFFICE BILL

Fifteen major commercial and industrial organisations have set up an Ad-Hoc Committee

to oppose the Post Office Bill which limits forms of communication which may be sent by airfreight, courier and other means outside the regular Post Office service.

Infringement of the proposed law carry a fine of up to $50,000 and six months in prison, plus $100 per item.

The controversial Post Office Bill drew editorial comment from two papers during the week under review, both calling on the authorities to look into the effects the Bill would have on the business community before making a decision.

Two other papers had earlier in the month started a campaign against the Bill hoping that the Government would not introduce any policy that would stifle the commercial and industrial sectors in Hong Kong.

WAH KIU MAN PO (October 13) pointed out that the new Postal Bill would seriously affect local trade and that the Postmaster General should make concessions to the commercial sector at a time when the economy was beginning to pick up after a long period of recession.

"Under the law, the new Post Office Bill is a restatement of the Postmaster General's powers and specifies more clearly the definition of 'letters'," the paper said.

"While it is important to uphold the authority of the Postmaster General under

export trade, especially

the law, on balance it is by no means more important than

at a time when the local economic situation is improving.

"The Postmaster General should compromise on this matter because it is important to promote our export trade by taking advantage of the economic recovery," the paper

commented.
