IN REPLY, THE FINANCIAL SECRETARY, THE HON. PHILIP HADLON- CAVE, SAID HE WOULD PASS ON MR. LO TAK-SHING'S GOOD LISHES TO THE BOARD OF THE MASS TRANSIT RAILWAY CORPORATION AND WOULD DRAW THEIR ATTENTION TO THE POINTS RAISED DY MR. CHEONG-LIEN.
MR. HADDON-CAVE SAID THERE WAS SOME DOWNSIDE RISK IN ANY PROJECT AND IF WE INSISTED ON ALL RISKS BEING ELIMINATED #NOTHING WOULD EVER BE DONE.+
+RUT BECAUSE OF ITS SHEER SIZE, THE MASS TRANSIT RAILWAY IS THE MOST METICULOUSLY RESEARCHED PROJECT THAT HAS YET BEEN UNDERTAKEN IN HONG KONG AND THE ENGINEERING RISKS AND THE COMMERCIAL AND FINANCIAL ASPECTS HAVE DEEN, I FIRMLY DELIEVE, THOROUGHLY EVALUATED.
+SO I WOULD SAY TO MY HONOURABLE FRIEND MR. LO THAT TO DESCRIDE THIS PROJECT AS A GAMBLE IS MISLEADING.
+AS WITH ALL GOOD BUSINESS PROJECTS IT CERTAINLY CONTAINS SOME RISKS, BUT THESE HAVE BEEN CAREFULLY CALCULATED AND CONTINGENCIES MADE FOR THEM,+ THE FINANCIAL SECRETARY SAID.
