have not referred the case to the Secretary of State.

I have therefore suggested to Hutton that he should

make enquiries of ECGD from his end, and I believe he

will do so.

Neither OPG nor I feel that we can go further to

challenge ECGD decision taken at Cotterill's level

without good evidence that ECGD's offer is in practice

likely to lose us significant business to our compet-

itors. On local costs it is only the Japanese who

are breaking ranks. But if there is firm evidence

that we are losing out, do plaase report it right

away, as I am sure you will. I think that it would be

tactically wise to put such evidence straight to

ECGD, with copies to CRE and OPG; and I will continue

to give what help I reasonably can.
