Q31. Mr. Ward asked the Prime Mini- ster whether he will appoint a specialist in education policy to the Central Policy Review Staff.

The Prime Minister: As I have said before. I do not intend to appoint to the Central Policy Review Staff members with designated responsibility for specific subjects.

Mr. Ennals: The present Icelandic Government announced on its formation in August 1974 its intention to extend the fisheries limit to 200 miles during 1975. There have been a number of con- tacts with Icelandic Ministers since then. We have left the Icelandic Government in no doubt of our wish to enter into a

Q34. Mr. Arthur Lewis asked the Prime Minister whether, in his stuuy of the Boyle Report, he will consider not proposing any salary increase to Mem- bers of Parliament, but allowing them to claim expenses on the same basis as the British delegates to the European Parliament.

The Prime Minister No. It would not be appropriate to remunerate Members of Parliament on a basis determined by, and appropriate for service in, another parliamentary body.

Hong Kong Railway (Contracts)

Mr. Kenneth Clarke asked the Secre- tary of State for Foreign and Common- wealth Affairs what proportion of the value of contracts so far awarded for construction of the Hong Kong Main Railway has been won by British firms.

Mr. Ennals: I assume that the Ques- tion refers to the modified initial system of the Hong Kong Mass Transit Railway. Although some tenders have been invited for this project and others will shortly be called, it will probably take until the early autumn for bids to be appraised.

The Prime Minister: No official state- ment was made on my talks with the Belgiar. Prime Minister on 30th June, but have already placed in the Library of The House the text of my speech follow- ing the dinner given in his honour that evening.

Pensions

Mr. Ridley asked the Minister for the Civil Service what would be the cost of funding the pension of a principal in the Civil Service who retires in 1975 at the age of 60 years after 30 years' service, assuming that he is at the top of the salary scale and that inflation continues at 20 per cent. a year.

Mr. Charles R. Morris: On the assumptions given, the cost would be approximately £75,000. However, the assumption that the present imbalance between the rate of inflation and the rate of interest can be sustained for any length of time is not reasonable. On more likely assumptions the cost would be about £30,000.
