(a) the estate should contain not more than 5, 000

residential flats with a total gross residential

floor area of not more than 2.5 million square feet;

(b) the podium should not be less than 25 acres in area;

(c)

the Corporation should be bound to provide and construct the full range of social services and open space in the podium up to current planning standards;

(d) the Corporation should provide car parking at a rate of not less than 1 space per 10 flats with a minimum of 600 spaces;

(e) the Corporation should provide a full range of commer-

cial facilities for the resident population, and should be encouraged to provide additional facilities to make up for the deficiencies in adjoining areas;

(f) the Corporation should provide footbridges across

the surrounding main roads to the adjoining residential and industrial areas;

(g) the Corporation should be encouraged to provide

direct access facilities to the adjacent Kowloon Bay MTR station;

(h) the construction of the residential blocks of the estate

would have to be staged to avoid building up the population in advance of the provision of the roads which would serve them.

It is not possible to set out full basic terms of grant at this stage. The Corporation will have to assess the viability of their proposals as limited by the conditions proposed, and premium calculations which will be based on the development permitted, will have to take account of the facilities to be provided and the staging of development required by Government.
