You will perhaps forgive me for suggesting that the general content of your letter dated 14th of March, starting with my name and description, appears to be based on a series of misinterpretations.

I can understand the continuing interest of your members in the Mass Transit Railway in Hong Kong, and also their disappointment when the Letter of Intent was signed with the Japanese group. However, their reaction following the Japanese withdrawal contrasts with that of other contractors in a similar position who have sent their representatives to Hong Kong in order to supplement the information set out in the booklet "Preliminary Information for Prospective Tenderers", and have applied for registra- tion in order to decide in due course whether or not they wish to tender after having studied the tender documents.

Also, I would like to point out that at the time of signing the Letter of Intent with the Japanese group, all competing groups were not assured that they would be approached again, if negotiations broke down, but advised that consideration would be given to approaching them once more if the Japanese group withdrew. Following the withdrawal the various consortia's representatives in Hong Kong were advised in January last that it was the intention to proceed on a multi-contract basis.
