The Financial Secretary's underground railway system, which is supposed to be paid for by us, is not viable.

TARGET today ascertained this following the discovery of a secret computer run-off made last week which showed, conclusively, that the passenger usage would be insufficient to keep the tube in the black, if the present fare structure now envisaged by the Government is to be maintained.
The Hongkong Government is expected to engineer the biggest cover-up in the
history of Hongkong to keep these computations secret.
Mr Haddon-Cave, the Financial Secretary, will have HIS choo-choo ..... по
matter what it costs US.
The political career of the Financial Secretary now hangs in the balance if
the results of this secret computer run-off are ever made public.
