Many thanks for your letter of 25 April giving an up-to-date picture of how things are going on the Mass Transit project. I would have been delighted to take up your suggestion that I should see Thompson. Unfortunately, however, there has been a restructuring of my Division in the Department of Trade so that I am no longer responsible for the verseas Projects Group. This is now to report direct to Jim Rooke as Chief Executive of the British Overseas Trade Board. Stephen Baker, one of our industrial advisers, is going to give the greater part of his time to project work. I think, however, that for the Mass Transit scheme the right contact point should be Peter Bryant, Head of OPG. Mark Farry of course will continue as read of the relevant Section. I am asking Peter Bryant to let you know who would be the best person to see Thompson.

I am sorry to switch off on Mass Transit. I retain some general responsibilities in the trade promotion field as the Branches dealing with the Product Selection Exercise and with the budget of the BOTB remain under my supervision. I also retain my interest in general liaison with the FCO on organisation and establishment questions. There should be an OTM round shortly setting out the new position.
