DOT considered this matter recently at a joint meeting with representatives of industry. The lack of interest on the part of the major British construction companies stems from the fragmented manner in which Hong Kong have decided to put the work to tender. The industry's views are set out in the record of the meeting held at the DOT, which is at Folio 15.

2. The DOT are now preparing a reply to Mr. Kinnear's Creda No. 30. This will take the line that if theMTR Provisional Authority would reconsider the structure of the contracts so as to make it worthwhile for the major companies in Britain participate some of them would in all probability show interest in tendering. We shall be receiving a copy of the DOT's reply.
