The road tunnel beneath Kai Tak and the new fly-overs through Kowloon will ease congestion in the near future, but it has been assumed that this relief will be temporary, and the pattern of increased road congestion elsewhere in the world will inexorably apply in Hong Kong as anticipated in the further studies prepared in 1970.

Although it is considered that these projected revenues will be achieved for the reasons given, it has to be recognised that the tariffs in mind, particularly between North and East Kowloon, are the maximum that can be anticipated without affecting traffic volumes.
