MULTI-CONTRACT PROCEDURE - PREQUALIFICATION OF CONTRACTORS
The negotiations between the Hong Kong Mass Transit Provisional Authority and the Japanese Consortium for the construction of the Initial System. of the Mass Transit Railway having terminated, the Authority is inviting tenders for a Modified Initial System on the basis of a number of separate contracts for the civil, electrical and mechanical works.
The civil engineering works for the modified system include 11.7km of underground line in both bored and cut-and-cover tunnels, 1.5 km of immersed tube tunnel and 2.5 km of elevated line together with 12 . underground and 3 elevated stations and a maintenance depot. The electrical and mechanical works include approximately 150 passenger cars together with associated equipment for power supply, signalling, escalators, automatic fare collection, air conditioning, ventilation, etc.
The civil works will be split up into approximately 25 contracts of such size and complexity that some contracts must be placed with inter-. national contractors with special expertise; other contracts will be less complex and tenders for these may be invited from contractors or joint ventures based in Hong Kong. Tenders will be invited from selected contractors with appropriate experience for the detail design and construction of these works.
The electrical and mechanical works will be divided into a small number of contracts which may be let to one or several contractors. Tenders will be invited from selected contractors of international standing with appropriate experience and expertise.
Tenders for civil engineering contracts will be invited progressively between April and October 1975. Tenders for the electrical and mechanical plant and equipment will be invited in July and August 1975.
Both fixed price tenders and tenders with provision for escalation will. be considered.
The Authority wishes to make the maximum use of local resources and will encourage international contractors to form joint ventures with local organisations.
