Again, to counteract as far as possible the financial effect of delay, the local work content will be maximised as it is felt that with the current recession in Hong Kong, it should be possible to place a considerable number of civil engineering contracts on a fixed price or other advantageous basis during 1975. Also, there are interesting possibilities for developing the local contribution towards electrical and mechanical fitting out and assembly on a sub- contract or joint venture basis.
A multi-contract arrangement will result in a considerable supervisory load on corporation staff. It is not anticipated that this will cause any undue difficulty, and in any event supervision of the work by the Japanese Consortium under a single contract arrangement would not have been without its problems. The Corporation's Engineering Director Designate has considerable experience of this type of contract, and during the construction period before the railway becomes operational, the Corporation's other Directors and Senior Executives will be substantially involved in this same task.
