The financial viability of the proposed modified initial system appears satisfactory in terms of return, payback period and borrowing. However, in order to ensure the viability of the proposals in the event of the occurrence of unforeseen ad- verse circumstances beyond the control of the Corporation and the Government, it is recommended that the Corporation proceed simultaneously with the development of property sites above selected stations and the Kowloon Depot, and in addition that the issue of premium bonds form part of the financing arrangements for the building of the railway. With these safeguards, it is considered that the modified initial system would remain viable in any event.
