Summary of the Negotiations with the japanese Consortium since the signing of the

Letter of Intent

Contents of Talks

Letter of Intent signed in Hong Kong

Mass Transit Railway Provisional Authority visited Tokyo to

explain developments since February and to find out what the Consortium was doing. Consortium gave a firm assurance of their continued intention to negotiate the contract.

Japanese Consortium visited Hong Kong. A few vague hints of

costing difficulties;

negotiate a contract; and

the Consortium would respond

to the Provisional Authority's specifications with a

7th to 9th August 1974

comprehensive "Basic Plan" for the Railway, rather than with design solutions on a piecemeal basis as previously envisaged.

Provisional Authority's engineering representatives visited Tokyo. Stronger hint that departures from specifications would be suggested.
