PARLIAMENTARY QUESTION MR DAN JONES MP

1.

Mr Dan Jones (Labour, Burnley) has put down the following Question for oral answer on 25 June: to ask the Secretary of State if he will report on the work of the Hong Kong Medical and Health Department's new division to develop and co-ordinate programmes for the treatment and rehabilitation of drug addicts.

2. As Vice-Chairman of the Anglo/Hong Kong Parliamentary Group, Mr Jones takes a close interest in Hong Kong affairs. Earlier this

year he put down two Questions about narcotics; one concerning the control of illicit entry of drugs into the Colony, the other asking what steps were being taken by the medical authorities in Hong Kong to control drug addiction. In reply to the latter Question Mr Ennals said that the results of studies into the use of methadone maintenance would be available later this year. It may be that Mr Jones now wishes to follow up this point. The results are not yet available. We have covered this point in the supplementaries should Mr Jones raise the matter.

Hong Kong has made a considerable effort against drug addiction over the last three years. The attached Background Note sets out in detail the various measures taken since a Commissioner for Narcotics was first appointed in 1972.

We have consulted the Governor of Hong Kong and I submit

a draft reply, with draft supplementaries, based on the information received from him.
