He thought that if the CPG were approached formally their reaction might in fact be helpful. Mr Lee suggested that HMG might consider taking this matter up with the INCB and ask them to raise the matter with the CPG.
11. Sir D Watson said we would need to consult Feking and Hong Kong about seeking Chinese approval for any actions involving Thai personnel or vessels. If such operations were to be carried out they would obviously have to be cleared in advance with the Chinese. He said he saw particular difficulties in the first scheme, that of using a Royal Naval craft to put a Thai official aboard a Thai vessel. The second proposal also posed grave difficulties. Mr Law said that he would be quite willing to ask the Thais to put their proposals in writing. Sir D Watson said it would be better to wait until we had first obtained legal advice and consulted MOD, Hong Kong and leking.

12. Mr Lee referred to the importance of Hong Kong being seen to do all it could because of Thai and US frustrations over the matter. In particular Hong Kong (and the United Kingdom) should be seen to be supporting the Thais. With US influence diminishing in the area there was a danger that the Thai anti-drug efforts might lose US support and effectively collapse.
