I can see no difficulty in the proposal in paragraph 5: a Thai warship or customs vessel would be perfectly entitled to arrest trawlers flying the Thai flag on the high seas. As regards the proposal, in paragraph 4, there would have to be some arrangements (perhaps of an informal_nature) with the Thai Government and police. The involvement of the Thai Government would mean that
