Please refer to the exchange of tele grams about attaching one or our Superintendents of Police to Interpol, resting with our telegram no. 363 of 17th April 1975. The posting was announced here on 11th April 1975.

I attach a copy of the posting letter issued to Supt. Morris, together with a set of the Hong Kong Civil Service Regu- lations governing postings of our staff outside Hong Kong.

With reference to Paris's telegram no. 261 of 14th March

(a) Para. 1 - administrative support and

Para. 3 salary and allowance

Please refer to paragraphs 4, 5(j) and 5(k) of Supt. Morris's posting letter. Morris has asked that his salary continue to be paid to his Hong Kong bank account, for the time being.

(b) Para. 2 - rent allowance

In accordance with our rules, the maximum amount up to which Supt. Morris may claim reimbursement of rent and rates has been reduced by 7% of his salary from Fr.Fr. 3,500 to Fr.Fr. 3,090. (This is in lieu of the rent he would have to pay for official accommo- dation in Hong Kong). Paragraph 5(b)(i) of the posting letter is relevant.

While we are happy to leave the payment of agents' fees and a refundable deposit to Paris, we would like any proposal to grant Supt. Morris a higher rate of reimbursement than Fr. 3090 to be referred here.

Supt. Morris has drawn an advance of HK$ 4,200, being 28 nights' subsistence allowance at the rate of HK$ 150 per night.
