Dear Mr. Train:
Jerry Jenson and Jack Cusack did report to me of their meeting of February 2 with you and Norman Rolph at Geneva.
Taking all factors into consideration, I do think there is a need for a short meeting this year with the same tightly drawn agenda as we followed last year, as outlined in your letter of March 7. I think this agenda would again serve us very well and I would propose we consider adopting it.
Mr. Gordon Pritchard, the Assistant Commissioner of the RCMP for Criminal Investigations, was in Washington for a joint IACP-DEA Conference on April 6-8. He indicated that in view of the problem they are encountering with the smuggling of heroin from Southeast Asia, including Hong Kong, to Vancouver, B. C., they would like to participate in our meeting. We indicated that we would favor their participation. Mr. Pritchard mentioned that he was traveling to London shortly and would discuss this with you in the hope of gaining your concurrence. If you agree, I would like to ask that you use your good office to determine whether the Canadian participation would be acceptable to the Hong Kong authorities.
While I know we have rigidly adhered to the format of keeping our meetings as small and informal as possible, the addition of the Canadians should not detract from this. The problem at Vancouver does affect to some extent our cities of Seattle and Portland. Meeting with our Canadian counterparts in the contexts of the traffic from Southeast Asia would therefore be very useful to us.
