We have had a rethink in the light of the latest circumstances in the region and have come to the conclusion that we should not jump at the opportunity to hold an Operational Heads' conference in Hong Kong. you say, there could be a lot of complications in such a conference. We will have anyway to give new thought to our immigration regulations, although we are not necessarily against the entry of communists qua communists, but only against those communists who may be Russian- orientated.

In order to get out of the verbal agreements reached at the last Operational Heads' conference, we were wondering whether it might be possible to encourage some other participant e.g. Malaysians to offer to act as hosts instead. But perhaps this can be left for discussion when Law and Lee are in London for the Tripartite talks in June (our tel. no. 425 of 2 May).
