39. On 30th July 1974, officers of the Narcotics Bureau using a General Authorization under the Pharmacy and Poisons Ordinance raided a flat in Des Voeux Road, Hong Kong. A large quantity of antibiotics and Part I Poisons were found hidden under a bed. Enquiries led to the arrest a short while later of Chinese male SEE Shing-kam (2457/1840/5743), the owner of a medicine shop in Des Voeux Road. SEE's shop was later searched, without result. SEE was charged with (A) Possession of Part I Poisons and (B) Possession of Antibiotics, and was fined HK$800.

40. On 12th November 1974, NG Sik-ho, alleged leader of a powerful Hong Kong based drug importing syndicate, was arrested by Police officers. Following NG's arrest, a number of raids were carried out by officers of the Narcotics Bureau and the Homicide Squad, resulting in the arrest of a further eight men and one woman, including NG Sik-ho's uncle, NG Chun-kwan. All those arrested are believed to be important members of the drug syndicates which have operated in Hong Kong for

many years.

41. A total of 40 charges, involving the import and sale of approximately 36 tons of raw opium and 1.75 tons of morphine between 1967 and 1974 have been laid against the ten defendants. Details of the defendants and the charges are shown below:-

One count of conspiracy to deal with dangerous drugs.

Seven counts of dealing with dangerous drugs.

One count of conspiracy to traffic in dangerous drugs. Five counts of trafficking in dangerous drugs.
