I informed the U,N. offiongis of the current state of play on this, te, that i r. Christopher Train of the Home Office had received a letter fria ha, Bartels (DEA, Washington) suggesting that the Canadians, who had expressed an interest in attendance because of their problem with the entry of drugs from South Bost Asia via Vancouver, should be invited to attend. I said that I had welcomed this, and had in addition proposed that a definite date be fixed for the Conference, say, Monday, 16th June, to Wednesday, 18th June.

As far as attendance at the Conference is concerned, 1 said that I would have welcomed the presence of John Rumbelow (CBP/ND), who, however, thought that because of family commitments he would be unable to make it. If this proves to be so, I would propose, as an alternative, to ask John Morris, recently attached to Interpol as Hong Kong representative there, to attend from Paris. As Peter Law
will also ho in UK on vacation leave from Bangkok, at the relevant time, he had also been asked to be present, in view of his specialist knowledge of the Thai-Golden Triangle situation. These arrangements are, of course, subject to the C.P.'s concurrence.

As an important part of the Conference
inevitably deals with law enforcement matters, I asked
Mr. Getzinger whether it was proposed to send any U.S. repre- sentative from Hong Kong. From his reaction, I would not be surprised if Keith Shostrom was nominated

The Newman Report
Dr. Newman in his Report, suggested that long Kong might, with advantage, request US aid in three fields:-

This was begun in 1970/71, as an attempt to try and quantify the extent of the addiction problem in Hong Kong. At that time, unfortunate- ly, professional statistical assistance was not readily available, and the result of years of effort failed to impress Dr. Newman. Too Bady facts of doubtful relevance have been collected, and there is evidence of considerable duplication of names. Dr. Newman therefore suggested that we should seek the servicos of Mr. Bent Werbell,
