ATHS OF WIE PROJECT

1. To collect, publish and disseminate existing information on the Shan

opium problem, and to contimo collecting information from Shan opima

traders visiting Thailand.

2. To develop a methodology for the study of the opium problem applicable

to Shan State, Thailand and Laos.

3. To carry out research amongst opium-growing, hill-dwelling groups (Shan,

Akha, Lahu, Haw, Lisu and Heo) in similar areas on the Thai border, so

that when it becomes feasible there is an already existing reseerah

team and body of data and expertise immediately transferrable to Shan

State.

4. To train Shan and hilltribe research assistants so that skilled personuel.

will be available when a crop replacement programme eventually starts in

Shan State.

5. To carry out an intensive survey linked with aerial photography Over

a number of years in a variety of areas in order to establish an accur-

ate basis whereby the size of an opium crop can be estimated from aoriul

photography.
