The Minister has minuted as follows on your submission of 24 September:
"I agree with this submission. These proposals seem to merit the highest priority, although the evidence is inevitably a bit tangled. We should not rule out the possibility of going over the £1 million eg by doing both Cambodia and UNHCR if the case becomes stronger,"
