We discussed this morning the question of the transportation costs of those Vietnamese refugees at present in Hong Kong who are being allowed to come here.

As I told you, we have assumed that these costs would be met from UNHCR funds as was the case, for instance, with refugees from Chile. The UNHCR representative in Hong Kong confirmed to the Hong Kong Government that transportation costs could be met in principle by the High Commissioner's Office subject to the availability of the funds. He added that when he could confirm that funds would be available he would ask ICEM to arrange their flights to the UK and recover the cost from UNHCR, We considered that there would be no difficulty over the transportation costs being met by the UNHCR as HMG has recently contributed £150,000 to the High Commissioner's appeal for the resettlement and repatriation of Cambodian and Vietnamese refugees outside

In view of the seeming misunderstanding over this matter I confirm that we would be grateful if you would ask your office in Geneva to arrange the transportation from Hong Kong to the UK of those Vietnamese refugees whose applications have been approved by the Home Office, charging the cost against the contribution HMG made to the UNHCR appeal.
