Problems of repatriation of those refugees who wished to return to Vietnam were discussed. Mr. Rowlands said that Hong Kong might be able to assist with transit facilities providing UNHCR and the U.S. authorities were responsible for the operation. Repatriatees from Hong Kong could possible join the groups in Hong Kong and continue with them to Vietnam. Mr. McManaway mentioned that problems could be expected with these groups, which contained some agitators.
