most likely solution could, I suppose, be voluntary repatriation to Vietnam. On this we must await the results of the Kadry mission; but in any case repatriation may well be a very slow process, if it is possible at all. As Mr Male has pointed out, a UNHCR representative in California is reported by The Guardian to have suggested that some of those who wish to return to Vietnam would, in fact, not be allowed in. We have no direct confirmation of this, but it seems plausible.

All this strengthens the argument for proposing some further financial contribution to help Hong Kong bear the burden of looking after the refugees while they remain in the Colony.

We are in touch with the ODM about this.
