Our understanding of the situation is that the Hong Kong Government have informed the refugees that, if they have somewhere else to go where they will be accepted and sponsored, the Government will make the necessary arrangements to get them there. We of course have no way of knowing whether this is, in fact, the case and the purpose of this letter is simply to confirm on an official level, acceptable we hope to the Hong Kong Government, that the position is as stated and the application genuine.
6. I should be grateful therefore if, provided you see no objection, you would agree to pass on the application to the Governor of Hong Kong for urgent consideration. My Ambassador has agreed to this line of action.
