The Hong Kong Government will no doubt explain to Mr Kadry what they are doing. We hope that the UNHCR will, for his part, use his undoubted influence to encourage govern- ments who have shown a readiness to respond to his appeal to consider taking some of the refugees now in Hong Kong.
