at today's fco news conference (7 may) spokesman told correspondent"
that last night the fco made the following statement, following the
promulgation yesterday morning is by the turkish-cypriots in their officini
gazette of the constitution of the turkish federated state of cyprus:
"we are studying the full implications of the publication of the
constitution but as mr hattersley (fco minister of state) made clear in th
house of commons on 14 february immediately following the, declara!

of the so-called 'turkish federated state of cyprus', we deplore any actin
which could undermine the sovereignty, integrity and independence of cypru".
furthermore, at this delicate stage in the inter-communal talks when the
necessary climate of confidence should be maintained for the next crucial
round in vienna beginning on 5 june, we consider that both sides should
refrain from provocative actions. we maintain our support for the united
bring nations secretary general's efforts to bfing about a solution through
negotiations in the framework of the vienna talks. we shall continue to
urge both communities to participate fully in the inter-communal talks wit
dr waldheim."
asked if this statement had been conveyed to both sides in the cypru
talks spokesman said both sides were aware of hng's views.

questioned about the possibility of british recognition of the
provisional revolutionary government in south vietnam, spokesman said:
"as soon as the position regarding a new government in saigon is
satisfactorily clarified, her majesty's government propose to recognise
it."
asked if british criteria for recognition had not yet been fulfilled,
spokesman said UNATTRIBUTABLY that at the moment the exact nature of the
government which was emerging in saigon was not (rpt not) clear, but once
it was clear there would be recognition.
