Thank you very much for your letter of 25 March about the compromise you have reached with the Executive Council on this delicate matter.
You will doubtless have gathered that your letter came in very useful while preparing briefs for Ministers during your visit last week, and that Ministers were very pleased that you have been able to agree a device for holding the present position without making things intolerable either to them or to the members of the Executive Council.
As you say, there is no satisfactory solution to the problem and the arrangements you have come to in Hong Kong are really the best that can be hoped for in present circumstances.
