HONG KONG: DEATH SENTENCES

I attach two telegrams just received from Hong Kong, and should welcome your urgent advice on the statement set out in paragraph two of Hong Kong telegram No. 543. It may, I think, be an over simplification of a complex constitutional situation. On the other hand, any statement on this subject should preferably be short and to the point. There are relevant factors which it would be unwise to mention in a public statement:- for example, the fact that the Hong Kong Legislative Council is nominated by the Governor and not elected.
