Condemned Prisoner: KWAN Yip-chuen

Report by Home Affairs Department

I understand the Secretary for the New Territories has

reported the findings of his consultation with the people in Tung Chung

area where the nearest relatives of the prisoner live.

Enquiries have been made by the staff of the City District

Offices in Eastern, Wan Chai and Yau Ma Tei where the nearest relatives

of the victim live.

3.

It is regretted that mone of the nearest relatives of the

victim can be found at the given addresses. There is very little public interest in this case which happened two years ago. However, the

consensus of opinion remains that severe punishment is the only

deterrent to crimes of violence.
