1. You asked for a draft reply to Mr Bateman's letter of 30 September which enclosed a duplicated letter from Mr Pun Ting Chau to Sir Douglas Allan.

2. We have already seen several copies of Pun's letter. We have sent a copy to the Governor's office and asked to be informed of the outcome of Mr Pun's petition. If the Governor decides there are no grounds for him to intervene, Mr Pun always has the option of petitioning the Secretary of State or other Ministers.

3.

I recommend that you should advise the Civil Service Department to inform Mr Pun that the contents of his letter have been noted. I attach a draft letter accordingly.
