This was not an easy investigation, given the passage of time and the background. Mr. Scott's task was to find any evidence which would substantiate Mr. Ellis' allegations. He had little to go on. His enquiries were thorough and painstaking, but he was not able to discover anything to support Mr. Ellis' claims. I cannot see how Mr. Ellis can expect to do better, for there is no reason why the witnesses should change their stories and he has not provided the names of any others who could be interviewed. I can see no advantage, therefore, in Mr. Ellis coming here, as far as his corruption allegations are concerned. I would most

strongly object if he were to be encouraged to believe that he could come here and use this Department in his long standing dispute with the Royal Hong Kong Police Force over his dismissal.

I agree entirely with the line you intend to take. The Committee was satisfied that every reasonable effort was made to investigate the allegations and there was no evidence to substantiate them. The substance of this correspondence will of course be brought to the attention of the Committee.
